With 3rd-Party templates

initpy have a feature that can creates project with 3rd-Party templates.

initpy-index

`initpy-index <https://github.com/Parkayun/initpy-index>`_ is 3rd-Party template index repo.

Can register with pull request and pull request should have template information.
